Hernandi Albeto Octaviano is a PhD Candidate with the Development Minerals Program at the Sustainable Minerals Institute at the University of Queensland.  Hernandi is a Senior Mine Inspector that has been working for the Ministry of Energy and Mineral Resources since December 2009. He previously worked as a banker in Bank Mandiri, one of the largest banks in Indonesia as a Credit Analyst from 2005 - 2009.  He was also appointed as the Person in Charge for the mercury elimination in the Artisanal and Small-Scale Mining (ASGM) and as the Indonesian Delegation for the Conference of the Parties to the Minamata Convention on Mercury (COP-4) that handles ASGM issues. Hernandi has participated intensely in designing and formulating ASGM policy in relation with the environmental protection, economic community recovery in the vicinity of the ASGM area and socialization of the danger of mercury toward local government agencies, and ASGM workers.

Hernandi holds a Masters in Environmental Management and a Graduate Diploma in Environmental Science from Massey University and a Bachelor’s degree in Industrial Engineering from Telkom University.

Development of Environmental Policy and Financial support for Artisanal and Small-Scale Mining

Artisanal and Small Scale Mining (ASM) is often associated with environmental degradation and poverty. The drafting for the environmental policy in ASM is usually designed by the government bureaucrat and ASM miners will have follow it. Furthermore, many ASM miners are having difficulties in obtaining capital from financial institutions to conduct the operation or to buy adequate equipment. Therefore, many ASM miners borrow their loan to the loan sharks, which worsen their financial condition. My research aims to explore and compare the implementation of environmental and financial policy of ASM in Latin and Asia countries. Moreover, the research also seeks to understand the factors that prohibit the support from financial institutions to provide capital for the ASM miners to improve the financial policy for ASM.
