
Tselmegsaikhan (Meg) Lkhagva is an MPhil candidate at the Centre for Social Responsibility in Mining (CSRM), within the Sustainable Minerals Institute (SMI) at The University of Queensland. She is a Mongolian social researcher with over 15 years of experience working at the intersection of gender equality, social development, community resilience in extractive and energy transition contexts.
Tselmegsaikhan is an active member of the Independent Research Institute of Mongolia (IRIM), where she served as CEO from 2020 to 2024, leading applied research, evaluation, and policy advisory projects. Her work has focused on coal-to-renewable energy transitions, poverty alleviation, governance reform, and inclusive development.
In 2025, Tselmegsaikhan worked as a lead author of Mongolia’s Just Energy Transition (JET) Framework, developed jointly by UNDP Mongolia and the Ministry of Energy as the country’s first national effort to integrate justice, equity, and social–economic–governance considerations into energy transition policy.
Her current MPhil research explores how justice is framed, conceptualised, and understood, and potentially practiced in non-Western contexts, with a particular focus on energy justice in Mongolia’s energy transition. Through her work, she aims to contribute to more context-sensitive and inclusive approaches to energy transition governance in resource-dependent and post-socialist societies.
Tselmegsaikhan holds a Master of Development Studies from the University of Melbourne (2016–2018) and a Master of Sociology from the National University of Mongolia (2009-2011).
